Scope of the Request
The Board of Burleigh County Commissioners (County Board) is requesting proposals for the remodel of the County-owned Provident Life Building (approx. 34,000 sq ft) located at 316 N 5th St, Bismarck.

Requirements of Proposals
Persons submitting proposals to work with the County Board and perform services shall be registered in the State of North Dakota.  All proposals shall be submitted in a sealed envelope with the name, address, phone number, and North Dakota registration number of the bidder on the outside of the envelope and clearly indicate “Provident RFP”.

Each proposal shall include a resume and highlights of major work performed by agencies who would most likely work with the County Board.  Resume should include information on similar and applicable projects done by and limited to three pages.

Proposals shall identify the basis on which the fees for services shall be determined including consultation, planning, plan preparation, bidding, construction supervision, project completion, and any other incidental services or fees such as travel, engineering, support staff, or materials.

A sample of the contract proposed to be entered into between the bidder and the County Board must be included with the proposal.

All proposals must be signed and dated by an authorized representative.

Consideration for Accepting a Proposal
Proposals shall address the firm’s ability to perform the necessary services.  The primary consideration items will be, but not limited to, the firm’s:

1. Organization,
2. Capability,
3. Experience and performance record,
4. Understanding of project,
5. Proposed work approach, and
6. Personnel (qualifications, specialized experience, technical competence, etc.).

The County Board intends to select the bidder who, in the judgement of the County Board, will best serve the needs of the County; however, the County Board reserves the right to reject any or all proposals and to waive any technicalities or irregularities it deems minor in the preparation or presentation of the proposals.

PUBLIC HEARING NOTICE – OHV Ordinance

A Burleigh County Ordinance for the Safety Regulation of Off Highway Vehicles When Operating Within Public Right of Ways. Due to the public discourse and concerns brought to the Burleigh County Commission, it has been requested to create a local ordinance for Burleigh County residents when operating Off Highway Vehicles in a Public Right of Way.

Notice is hereby given that the Board of Burleigh County Commissioners will conduct a public hearing during their scheduled meeting on Monday, December 18, 2023 at 5:00 pm local time in the Tom Baker Meeting Room, City/County Building, 221 North 5th Street, Bismarck, ND. The Board of Burleigh County Commissioners will at this time hear all interested persons regarding the draft Burleigh County Ordinance for the safe operations of an off-highway vehicle within the public right of ways.

Notice is hereby given that the Burleigh County Planning and Zoning Commission will conduct a public hearing during their scheduled meeting on Wednesday, December 13, 2023 at 5:00 pm local time in the Tom Baker Meeting Room, City/County Building, 221 North 5th Street, Bismarck, ND. Scope of the Request

WEED CUTTING NOTICE

NOTICE IS HEREBY GIVEN to all landowners to cut all weeds and grasses to a stubble height of approximately six (6) inches adjoining their lands along those roads defined as roadways by the Township Supervisors and the Burleigh County Board of Commissioners, including the weeds and grasses growing within the public right-of-way bordering such highways and their lands. Such cutting shall be completed no later than October 1, 2023. If the landowner or operator fails to cut the weeds and grasses along County and township roads adjoining their lands, the Township Board of Supervisors or the County Board of Commissioners may cause such weeds and grasses to be cut and the actual cost shall be charged against the land of the landowner and shall become a part of the taxes to be levied against the land for the ensuring year.

Notice is hereby given the Burleigh County Planning and Zoning Commission will hold a public hearing on Wednesday, March 8, 2023 at 5:15pm in the Tom Baker Meeting Room, City/County Building, 221 North 5th Street, Bismarck North Dakota to consider an ordinance regarding hazardous liquid pipelines.

The Burleigh County Planning and Zoning Commission will hear all interested parties concerning an ordinance to amend Article 8, Section 27 of the Burleigh County Zoning Ordinance for the regulation of land use when transporting hazardous liquid through a hazardous liquid pipeline.
