Burleigh County and its participating communities (Lincoln, Regan, Wilton, and Wing) have received formal approval of the updated Burleigh County Multi-Hazard Mitigation Plan (MHMP) from the Federal Emergency Management Agency (FEMA) and the North Dakota Department of Emergency Services. The plan, led by Emergency Management Director Mary Senger, is approved for the five-year period of April 29, 2026, through April 28, 2031. It identifies key hazards, assesses risks, and outlines projects to help communities better prepare for, withstand, and recover from disasters.
Why the Plan Matters
The Multi-Hazard Mitigation Plan represents a proactive approach to reducing risk. Studies show that every $1 spent on pre-disaster mitigation saves society an average of $6 in future disaster costs. The plan helps prioritize limited resources, raises awareness of local risks, and identifies potential projects to build long-term community resilience.
Access to Grant Funding
An approved MHMP is a critical requirement for accessing multiple federal hazard mitigation grant programs which makes Burleigh County and its partner communities eligible for significant FEMA and state funding opportunities.

Effective immediately, River Road is now open to thru traffic between Wilderness Cove Road and Sandy River Drive. The County has removed the landslide material that was blocking the roadway. It is important to note that the removal of existing material is not a “fix” to the current instability in the area but just a cleanup operation in order to reopen River Road to traffic. We are monitoring other fracture lines within the hillside that may (or may not) produce additional landslides at any point in the future. Burleigh County will continue to monitor the slide area and provide additional information to the public as it becomes available.Click here for a map of the reopening.

Mobile message boards will be in place to advise the traveling public of updates as information becomes available. No Detour will be provided. Drivers should plan accordingly and use alternate routes. Click here to view a map.
Bismarck’s Growth Phasing Plan, adopted as a component of the City’s comprehensive plan, shows areas outside of city limits expected to be annexed and urbanized in the future. This plan is revised each year by the Bismarck Planning and Zoning Commission to account for changing development conditions, and this year’s amendment process may be a timely opportunity for reconsidering the negotiated boundaries of the extraterritorial area (ETA) between the City of Bismarck and Burleigh County.
